Haines was the Community Services Division Commander from 2019 until he returned to the Jail Division in 2021. In 2016, Chief Deputy Haines was promoted to Major and assigned as the Jail Division Commander. In 2012, he was promoted to Captain and was assigned as the Commander of the Regional Dispatch Center. He was selected to be the Administrative Sergeant in the newly formed Regional Dispatch Center in 2008. In 2007, he transferred to the Support Services Division as a Dispatch Center Supervisor. In 2005, Chief Deputy Haines was promoted to the rank of Sergeant and assigned to the Jail Division. Haines joined the Montgomery County Regional Hostage Negotiation Team 2004 and remained a member of the team until his promotion to Chief Deputy. As a deputy his assignments included Harrison, Jefferson, and Washington Townships and he was a Field Training Officer. In 2002, Chief Deputy Haines returned to the Montgomery County Sheriff's Office as a Deputy Sheriff assigned to Road Patrol. A short time later, he accepted a full-time position as a Trotwood Patrol Officer and also served as a member of the Trotwood Special Response Team. In 1996 he became a full-time Public Safety Dispatcher and part-time Patrol Officer with the City of Trotwood. Chief Deputy Matt Haines started his law enforcement career in 1995 as a Reserve Deputy with the Montgomery County Sheriff's Office.
